NYC Metro Region Webinar – Design-Build Transition Tactics: Managing Risk and Continuity Mid-Stream (June 10, 2025)

Maryland Transit Solutions, the joint venture of Dragados USA and OHLA USA, is responsible for carrying out the contract to design and construct the 16.2-mile, 21-station light rail system.

The $2.9 billion project will carry riders between Bethesda in Montgomery County and New Carrollton in Prince George’s County. The system will provide direct connections to four branches of the Washington Metropolitan Area Transit Authority system, all three MARC commuter rail lines in the Baltimore/Washington metro area, and Amtrak’s Northeast Corridor line.

Julio brings 28 years of experience in project, construction, and program management, including 18 years dedicated to the transit/rail industry, and 16 years of experience overseeing major urban transit projects involving underground structures and tunnels, as well as bridges, caissons, foundation supports, and facilities for the delivery of steam, water, and other utilities. His duties have also included project engineering, cost estimating, scheduling, inspection, and engineering design.  Julio has managed construction efforts on several alternative delivery projects, including the $227 million MTA Hudson Line Power Communications and Signaling Improvements Design-Build project in Westchester, NY, and the $2.9 billion Purple Line Light Rail Project in Maryland.

 

Bartolome Hugo Fontirroig Hernandez

Bartolome Hugo Fontirroig Hernandez has over 20 years of experience working for Dragados / ACS in large and complex design-build (DB) and Public Private Partnership (P3) projects in both Europe and North America.

As Lead Design-Builder’s Project Manager and as Lead Design-Builder’s Construction Manager for large DB and P3 projects, Bartolome Hugo Fontirroig Hernandez has managed the design and construction of large highway, railroad, light rail, special bridges and tunnel projects.

Hugo has also been involved in large Design and Build and P3 proposals as Bid Manager in the USA, where he had full responsibilities for management of the team during the proposal phase.

 

Christian Ottens, P.E.

Christian Ottens is a dedicated and enthusiastic Professional Engineer with a strong background in the delivery of complex civil construction projects. His career spans on-site project engineering and project management roles, with a particular focus on projects where contractors self-perform critical civil scopes in collaboration with project owners to ensure on-time and on-budget delivery. Mr. Ottens brings excellent communication skills and deep technical knowledge in construction means and methods, cost control, scheduling, and contract administration. He is known for his ability to foster positive work environments, combining leadership and interpersonal strengths to guide teams in delivering high-quality results on challenging projects.

Mr. Ottens holds a Bachelor of Science in Civil Engineering from The Catholic University of America and a Master of Science in Civil Engineering from the New Jersey Institute of Technology. He is a licensed Professional Engineer in both Virginia and Maryland. Currently, he serves as a Project Manager at Railroad Construction Company, Inc., where he leads the $150 million Purple Line Light Rail Public-Private Partnership (P3) project.
