Join the DBIA NYC Metro Region for a dynamic panel discussion examining the critical role of bridging documents in modern project delivery. Featuring a diverse group of experts from the public and private sectors, this session explores how the decision to utilize bridging documents involves a complex balance of risk, control, and innovation. Panelists will share insights from the owner and contractor perspectives on how to navigate the “Spearin” doctrine, ensure competitive bidding, and determine when to transition to performance-based requirements to avoid stifling team creativity.

MEET OUR PANEL

Andrew Daley, RA, DBIA, ENV SP
Technical Director for the Alternative Delivery Program at the New York City Department of Design and Construction (DDC)

Technical Director for the Alternative Delivery Program at the New York City Department of Design and Construction (DDC) working on both Public Buildings and Infrastructure projects. He is a licensed architect with over 15 years of experience with a diverse background of past roles in the private sector. Most notably, Andrew was a Project Director at SHoP Architects for 7 years leading teams that designed multiple US embassies worldwide as well as tackling strategic initiatives for the Department of State, Bureau of Overseas Buildings Operations.

Ruth Burney, PE, Assoc DBIA

Design-Build Program Manager

NYC Environmental Protection

Ms. Burney is the Design-Build Program Manager for the Bureau of Engineering, Design and Construction (BEDC) at NYC Department of Environmental Protection. She is tasked with leading the Dept’s cross-agency development of alternative delivery for capital projects. Prior to joining DEP, she gained extensive private sector experience as both a Design Manager and lead Process-Mechanical Engineer on large-scale, multi-discipline projects in the water/wastewater industry. Her areas of technical expertise include pumping systems and hydraulic design, wastewater treatment design, and environmental compliance. Ruth is a registered Professional Engineer in the States of New York and Florida and has a Bachelor of Science (BS) degree in Environmental Engineering from the University of Florida.

 

Isaac Pitre, Eng., PMP, DBIA

Division Manager

STRUCTURAL

Isaac Pitre, P. Eng., PMP, DBIA, is Division Manager at STRUCTURAL, specializing in concrete restoration projects of small and large scale. He has successfully delivered bid-build & design-build work across both United-States & Canada, and is known for fostering high-performing, cross-functional teams. Isaac believes diverse perspectives are essential to delivering better project outcomes and actively works to cultivate them.

Vincent Rubino – Wade Trim

Vincent rings over 4 decades of experience working on large urban wastewater, wet weather control, and other engineering projects. Extensive experience in strategic planning, project development, quality assurance and quality control. Maintains a wealth of design and construction management knowledge with significant experience improving large municipal systems. Led several NYC upgrades > $100M.

DBIA and Design Build (DB) experience:
Started career with a major EPC company working on utility systems, chemical plants and flue
gas desulfurization units. Has helped develop tenders for several DB projects including
Alexandria Renew Enterprises (ARENEW) and DB proposals for various industrial and municipal
water and wastewater facilities.

Recently joined DBIA and have a particular interest in the Design side of DB, especially in
Water/Wastewater infrastructure
